2025 Legislative Victories: How Woodhull Helped Stop Harmful Bills and Advance Sexual Freedom

At Woodhull Freedom Foundation, we believe that freedom is a fight worth funding – and this year, we fought hard across the country to defend human rights, bodily autonomy, and sexual freedom. From testifying against harmful legislation to submitting policy statements and signing onto coalition letters, our advocacy work made a powerful impact in the 2025 legislative session.
Here’s a recap of the major policy wins our supporters helped make possible:
Florida: Stopping Attacks on Expression
We joined a coalition letter opposing SB100, which would have banned the display of flags—including Pride flags—in public institutions.
✅ Outcome: Withdrawn/died on April 7, 2025.
Oklahoma: Defending LGBTQ+ Rights and Bodily Autonomy
We submitted a letter opposing SB550, a bill targeting drag performances, and issued policy statements against a wave of harmful legislation including:
- SB456: Total abortion ban, including mail-order pills
- SB593: Criminalization of pornography—production, possession, and participation
- SB228: Tax incentives for cisgender, heterosexual “covenant marriages”
- SB829: Ban on no-fault divorce
- SB281: Tax credits for families adopting children
- SB328: Child tax credits only for cisgender heterosexual couples who marry before having children
✅ Outcome: Every single one of these bills died when the legislative session ended.
New York: Advancing Protections for Sex Workers
We submitted a letter supporting A1029/S3967, legislation that would grant immunity to sex workers reporting crimes, helping protect survivors and witnesses.
🟡 Outcome: Passed both houses unanimously. Currently waiting on Governor Hochul’s signature.
Rhode Island: Two Historic Wins for Sex Worker Rights
We supported two sex worker rights bills that are now officially law:
- S278: Signed July 2, 2025
- S296: Signed June 24, 2025
✍️Woodhull submitted letters in support of both.
Colorado: Standing for Trans Rights and Digital Privacy
We provided testimony opposing SB25-201, a dangerous age verification bill threatening digital rights.
✅ Outcome: Died on May 7, 2025.
We also used our platform to publicly support:
- HB 25-1309: Protecting access to trans healthcare → ✅ Signed May 23, 2025
- HB 25-1312: Legal protections for trans people → ✅ Signed May 16, 2025
Texas: Blocking Bans on Abortion and Autonomy
We published blog statements opposing:

- SB 2880: Further restrictions on abortion access
- HB 1549: Attempted ban on the sale of sex toys
✅ Outcome: Both bills died before passage.
These legislative wins weren’t accidental – they were made possible by consistent, strategic advocacy. Every letter, every statement, every testimony helped push back against regressive policies and move the needle forward for sexual freedom, reproductive justice, LGBTQ+ rights, and sex worker protections.
